The resolution, an initiative of the women’s partylist group, GABRIELA hopes to bring the Philippine government at par with countries like the United States, Canada and the Netherlands which have approved resolutions in July 2007 (U.S.) and November 2007 (Canada, Netherlands) explicitly seeking the apology of the Japanese government for its crimes during World War II and compensation for the women victims of sexual slavery.
ガブリエラ女性党によって主導された決議案は、アメリカ（2007年7月）、カナダ、オランダ（それぞれ2007年11月）で承認された決議と類似しており、第二次世界大戦中の犯罪への謝罪と、性奴隷制度の犠牲とあった女性への補償を、フィリピン政府が日本政府に明確に求める事を望む。
